  Germany has opened an opportunity to reside in it for people who work remotely and do self-employment, who are called "digital nomads", after obtaining an "independent" visa for a period of up to 3 years.

This visa requires registration with local tax offices and paying taxes to the German government. It also includes another category, which is the "artist" visa, which applies only in Berlin and is for artists, who have a profession in drawing, music and writing.

The assessment is done by the local tax office, which is entitled to certify each person and their papers separately.
