Biden won't back down from Trump's campaign against Chinese technology



President-elect Joe Biden is unlikely to reflect President Trump's challenge against Chinese technology, but Biden is likely to be more targeted in his approach and cooperate with allies, experts told CNBC.

During his presidency, Trump has sought to challenge China's technology industry through sanctions, executive orders and other actions, and Biden is likely to pursue such a policy.

Trump has disrupted the status quo between the United States and China for decades, and his administration has taken a number of actions against major Chinese technology companies.

The Trump administration blacklisted Huawei last year.

This has restricted, in some cases, its access to U.S. technology, such as Google's Android operating system, the system on which Huawei smartphones rely.

As a result, smartphone sales were hurt by Huawei, and the United States also moved to prevent Huawei from acquiring key semiconductor supplies, which have been a focus of the Trump administration.

The fundamental difference may be that the process will be more cooperative with the private sector and allies, and more focused on a narrower range of techniques.

The Biden administration is likely to work with allies on its Strategy on Chinese Technology, so that the Biden team may clarify what needs to be controlled in emerging and foundational technologies.

This may include artificial intelligence and quantum computing, the next generation of quantum physics computing to solve problems that current computers take years to solve.

The lower-level technology control team is likely to prefer high walls on technologies that should be protected for national security reasons, and the definition of critical technologies for national security is clearer.

Biden is also likely to continue Trump's efforts to exclude Chinese vendors from 5G networks.

One thing is for sure: the technical battle between the United States and China will continue under Biden, and the United States has little choice, either allowing China to take control of the world through technology or defying it.
